[Core DA] Application of 20% minRAM as fallback

Dear Market Participant,
For business day 2024-11-03, following the security assessments or following issue with its local tooling preventing to complete the security assessment it has been concluded by RTE that the individual validation will reduce the minRAM factor to 20% on all French CNECs for all hours.
