[CWE flow-based market coupling] Deriving the RefProg for HVDC CWE external bidding zone borders from scheduled exchanges on ENTSO-E
Dear CWE market participants,
Following a request from market parties in the CWE Consultative Group, the CWE TSOs would hereby like to inform market parties how they could retrieve a proxy of the reference program (RefProg) for the CWE external HVDC bidding zone borders (not applicable for non-CWE HVDC borders). This proxy value can be derived by combining (1) the reference day with (2) the scheduled exchanges of that reference day.
Please find the process on how to retrieve proxy values of the RefProg on CWE-external HVDC bidding zone borders described below:
1. Determine the relevant reference day for the business day:
· Base approach applied by TSOs:
o For Monday: D-3 (previous Friday)
o For Tuesday to Friday: D-1 (most recent program)
o For Saturday and Sunday: D-7 (previous week)
· Check for exceptions in the "special day calendar"
o Exceptions from the general approach above are made to account for 'special days' (e.g. bank holidays), when the consumption pattern of the reference day is regarded as not representative for the business day.
o Yearly, the CWE TSOs establish and approve a calendar what reference days are to be used for these special days by all of the CWE TSOs.
o The "CWE Special Day calendar" for 2021 is attached to this message.
2. Retrieve the day ahead exchanges on ENTSO-E transparency platform (https://transparency.entsoe.eu/transmission-domain/r2/scheduledCommercialExchangesDayAhead/show) for the respective reference day.
· In case there are no outages or technical limitations on the respective HVDC links which constitute the CWE external Bidding zone border, the day-ahead exchanges from the reference day are used as RefProg for the respective HVDC link.
· If there is an outage or there are other technical limitations of an HVDC link for the respective business day, the exchanges from the RefProg will be capped to the maximum exchange value following from the outage or technical limitations.
There is a general exception for the Nemo Link RefProg (BE-UK): Elia uses a forecast tool to set the value of the exchanges on the HVDC connector between BE and UK for the FBDA capacity calculations. Since 04/08/2019, Elia daily publishes the RefProg of Nemo Link on its website (http://www.elia.be/en/grid-data/data-download).
