[CWE Flow-Based Market Coupling] Usage Swiss D2CF models

Dear Market Parties,

As a result of the increased cooperation between Swissgrid and the CWE TSOs, from the 3rd of August 2020 (for BD 05/08), the CWE Flow Based Market Coupling enables the usage of Swiss D2CF models in order to increase the quality of the forecast.

Swissgrid and CWE TSOs have been in close cooperation to increase both the quality and security of the regional capacity calculation. Due to absence of an intergovernmental agreement between Switzerland and the EU, Swissgrid is not able to participate in the CWE FB MC. In a response to further improve coordination in calculating cross-zonal capacities and to increase the regional grid security, several measures have therefore been implemented since 2017.

Recently, Swissgrid agreed to provide its available D2CF (two days ahead) models to the CWE system in order to increase the quality of the calculation. Until now, only the available DACF (day head) models were used, which do not contain updated grid information concerning the D-2 horizon. As of the 3rd of August, Swiss D2CF models will be included in the CWE capacity calculation process.

A reference to the usage of Swiss D2CF models is already included in the CWE FBMC approval document.
