Information on ACERs decision on the TSOs’ proposal for the Harmonised Allocation Rules for long-term transmission rights

According to Article 68 (5) of the Harmonised Allocation Rules (HAR) TSOs and the Allocation Platform shall periodically review the rules at least every two years. In March 2019 the review process started. TSOs hold a public consultation from 08 August till 12 September 2019 on the proposed HAR amendments. The amended HAR was submitted to ACER on 15 July 2019 and ACER approved the rules with slight changes on 29 October 2019.
The amended HAR main body will enter into force on 1 January 2020 and shall apply to all long-term transmission rights with a delivery period starting from 1 January 2020.
In parallel the HAR border specific annexes from CCR Core and CCR Hansa were reviewed by the respective TSOs and amended. Both amended annexes were approved by the respective NRAs and shall apply to all long-term transmission rights with a delivery period starting from 1 January 2020.
