LTR curtailment applied by TenneT TSO BV
Dear market participant,
In the past month, TenneT TSO BV applied LTR curtailment on three different delivery days. With this market message TenneT TSO BV wants to inform the market participants on the factual reasons in line with FCA GL article 53(1).
TenneT TSO BV performs a security assessment during the FlowBased verification phase between 03:10 and 07.45 AM which may lead to a reduction of the FlowBased domain by use of long-term rights (LTR) curtailment. In this assessment, when an N-1 overload larger than the flow reliability margin is observed on one or more cross-border relevant grid elements after the coordination of non-costly remedial actions, TenneT TSO BV will examine if LTR curtailment on one of their borders is an efficient mitigation measure to (partly) solve the congestion in the foreseen market direction.
Specifically on October 23rd, 2018 one circuit of the interconnection ("Maasbracht – Van Eyck") to Belgium and one circuit of the internal grid element "Krimpen – Geertruidenberg" were in planned outage. Contingency analysis resulted in a high N-1 overload on the parallel circuits of these grid elements.
In case of the specific timestamps listed below, LTR curtailment was confirmed to be an efficient measure to limit the amount of costly remedial actions required to solve congestions in subsequent timeframes. By applying LTR curtailment, TenneT TSO BV lowers the necessity of (further) reductions of the FlowBased capacity domain by the application of a positive FAV or exclusion of 20% minimum RAM on one or more CBCOs.
Of course, market participants will be compensated for LTR curtailments in line with the harmonized allocation rules (HAR).
