Core TSOs feedback on application of default flow-based parameters for BD20221107
Dear Core CG members,
In the Core CG of 15/11, Market Parties requested Core TSOs to provide feedback on the application of default flow-based parameters for BD20221107. Via this email, Core TSOs inform on the issue, incident report and mitigation measures taken following the application of default flow-based parameters for this business day.
Issue
On the BD20221107, the initial computation failed for the first seven timestamps. To be able to continue with the calculation process, the incident call concluded to apply DFPs for these timestamps.
Incident Report
Upon investigating the root cause of the incident, it appeared the failure of the initial computation for the first seven timestamps was due to an incorrect IGM merging. A human error occurred during handling of configurations, leading to loss of X-nodes list. This caused a wrong computation of initial net positions, leading to wrong final net positions in the CGM, resulting in incorrect input for the Core Capacity Calculation tool.
Mitigations
To prevent similar incidents, Core TSOs and RCCs have taken several measures:
•• The configuration error causing the incorrect merging was corrected for the following business day.
•• RCCs increased awareness of the potential for manual errors during configuration updates.
•• RCCs will upgrade its tooling that will make errors like this impossible. The upgrade is referred to as an improvement in the handling of X-node configuration.
