[Core] BD 19/04/23: Information on low capacities from Elia

Dear Core Consultative Group members,

Via this mail Core TSOs would like to notify you of unintended limitations of the Core FB domain for BD 19/04/23. Following an issue with the local validation tool, Elia applied (as per the procedure) the fallback approach. Unfortunately, the 20% capacity was applied on the totality of Core + non-Core exchanges instead of being committed to Core exchanges. This resulted into CNECs having a RAM below 20% for Core exchanges, and hence into a limited flow-based domain. The LTA domain was provided in parallel to SDAC, which mitigated the impact of the limited flow-based domain.

Elia has already taken mitigation actions. Further analysis is taking place to mitigate the occurrence and the impact of such event.
