Switch of IDCC EXT//run FRM values to approximately 5%

Dear market participants,

As of BD20230905, Core TSOs have harmonized the FRM values on all their CNECs to approximately 5% of Fmax in the IDCC EXT//run. Due to local implementation specifications, the FRMs are not always exactly equal to 5% of the Fmax in the CGM. Core TSOs are preparing a central implementation of 5% of FRM, after which the FRM values will be exactly equal to 5% of the Fmax in the CGM.

As of BD20230622, HOPS applied minor changes to the FRM value of several CNECs, to more accurately adhere to 5% of Fmax per CNEC. On average (since BD20230622), the modification across all CNECs is generally around 0,02%.  

As of BD20230720, RTE started using updated FRM values. RTE’s FRM values are now approximately 5% on all CNECs.
