[Core] Capacity improvement study - implementation later DACF for IDCC(b)

Core TSOs communicated late July the implementation of the increase of the IDCC(a) PTDF threshold from 0.5% to 1% since BD01/08. As a second improvement step, Core TSOs will implement 10 min of time savings to consider a later DACF model, this will go-live as of BD30/10.

During the Capacity Improvement Study, Core TSOs concluded to use a total of 16 min of the available time savings for taking a later DACF in the IDCC(b) process. This will allow to use a more recent DACF model (including more Remedial Actions) as starting point for IDCC(b), and by taking only 10 min out of the 16 at this stage, balance increasing process robustness versus experiencing process failures in case of delays.

The next round of time savings to reach the total of 16 min is scheduled for Q2 2026.

Core TSOs decided to have this two-folded implementation as a new version of the Core Capacity Calculation Tool, which will be deployed in Q1 2026, includes a set of functionalities that require additional process time and TSOs want to reserve sufficient time for these developments.
