ACER Decision on TSOs’ proposal to amend the Harmonized Allocation Rules

Dear Market Participants,

According to Article 68 (5) of the Harmonised Allocation Rules (HAR), TSOs and the Single Allocation Platform shall periodically review the rules at least every two years.

Following the most recent review, the amended HAR was submitted to ACER on 27^th March 2025 and approved by ACER through its Decision No 08/2025 on 17^th September 2025.

The amended HAR for internal EU borders has been published on our website. It will enter into force on 29^th October 2025 and shall apply to all long-term transmission rights with a delivery period starting from 1^st January 2026.

For your convenience, a track-change version for informational purposes is also published by ACER as Annex 1a.

For external EU borders (HR–RS, BG–RS, HU–RS and RO–RS), the adaptation of the amended HAR is still in progress. We will provide an update once the Serbian NRA approves the amendments.
