The reduction of NTC FR->CH and CH->DE is due to a combination of planned outages that seems critical according to our studies.
In particular, the planned outage 220kV Hauterive-Mühleberg will continue, with the planned outage 220kV Botterens-Mühleberg in combination.
7. Why alternative measures are not sufficient to avoid the expected violation of operational security limit(s)?
The planned outage 220kV Hauterive-Mühleberg was already highly challenging in the past weeks (topological remedial actions exhausted, lack on Redispatch / countertrading potential and N and N-1 overloads on TSO and DSO level). We expect an even more challenging situation with the 2nd line in planned outage.
