CASC.EU S.A. and CAO GmbH to implement a new auction tool and new procedures for capacity allocation

With the merger on September 1 2015 of CAO Central Allocation Office GmbH (CAO), located in Germany, and CASC.EU S.A. (CASC), located in Luxembourg, Joint Allocation Office S.A. (JAO) will be established. JAO will perform the auctions for the 2016 annual transmission rights (see press release). Considering the adjustment of allocation procedures required to fulfil regulations of the European Harmonised Allocation Rules for Forward Capacity Allocation and the above mentioned merger process we inform you on following: For 2015 capacities; • The existing registrations for participation in capacity allocation organized by CASC will not be affected by merger; JAO will continue using the same procedures and the same auction tool for allocation of capacities for the delivery period in 2015 as CASC. • The existing registrations for participation in capacity allocation organized by CAO will not be affected by merger; JAO will continue using the same procedures and the same auction tool for allocation of capacities for the delivery period in 2015 as CAO. • Contact and identification information of both CASC and CAO will be updated in line with applicable rules as of September 2015. For 2016 capacities; • New registrations in line with updated European Harmonised Allocation Rules for Forward Capacity Allocation and updated allocation rules for short-term products (daily, intraday and shadow) will be required for participation in auctions for capacities of 2016. Information on the registration process will be published in due time considering the ongoing process for approval of relevant allocation rules. The following is high level information on main IT related topics regarding the new auction tool. Auction Tool The IT solution of the new auction tool will be provided by Alstom, the current auction system provider of CASC. Many of the GUI use cases, bids submission, data exchange formats and naming conventions will be kept or will be slightly updated to support the new borders and new allocation rules requirements. The main changes for users of ECAMT, auction system of CAO, will be new naming conventions (file name, document ID, auction ID, etc.), new GUI and specification of Web Services. User manual will be published shortly. Electronic Certificates The qualified electronic certificates will be required for accessing the auction tool and executing business transactions in the auction system via WebGUI and Web Services. It is possible to use one certificate for both accessing the auction system and executing business transactions or using two separate certificates – one for accessing the auction system and one for executing business transactions. Additional information on certificate requirements and supported certificate issuing authorities will be published later; however, the standards will be comparable to these used by CAO today. Web Services The specification of Web Services will be published by mid of September 2015. It will be similar to the current specification of Web Services for the auction system of CASC, with main foreseen change being be the usage of electronic certificates. Testing phases: Testing of the new auction system (WebGUI and WS) with market participants will be organized in three phases. Detailed description and testing schedule is foreseen to be published 4 weeks prior the start of each phase: 1. Mid of October 2015 • Accessing the auction system with use of electronic certificates • Test of yearly and monthly auctions 2. Beginning of December 2015 • Test of default bids • Test of daily auctions • Test of intraday auctions • Test of Web Services 3. Mid of December • Simulation of real daily auctions in the production environment
