[Core] Capacity improvement study - implementation of IDCC(a) ATC extraction parameter increase

Core TSOs would like to inform stakeholders that as an outcome of the Core IDCC capacity improvement study, the increase of the IDCC(a) PTDF threshold from 0.5% to 1% will be implemented as of BD01/08.
