[Core DA] Application fallback of individual validation

Dear Market Participant,
For business day 2024-10-24, following the security assessments or due to an issue with its local tools preventing to complete the security assessment, it has been concluded that RTE needs to apply a fallback on the individual validation. More details can be found in JAO publication tool.
