[Core] Incident report BD20251031 for IDCC(b)

On October 30th 2025, BD20251031, an incident took place in the Core Intraday Flow-Based Capacity Calculation Process. Due to the production environment not being available the IDCC(b) capacity calculation process failed. Via this message, Core TSOs inform on the issue and mitigation measures taken following the failure of the calculation for this business day.
Issue
Due to an IT issue the Intraday environment became unavailable and no updated capacities were provided in IDCC(b) for BD 31/10.
Mitigations
Hardware and software infrastructure mitigation measures have been taken to improve the process robustness and prevent future issues.
