[Core TSOs] DFP incident BD20250521

On May 20th 2025, for BD20250521, an incident took place in the Core DA flowbased capacity calculation process. A sequence of events led to the triggering of the fallback process  with the Default Flowbased Parameters being applied for the entirety of the business day. With this email, Core TSOs inform on the issue and mitigation measures taken. 

Incident

The incident resulted from the several events taking place in sequence.  During the individual validation step, DAVinCy TSOs (DE, NL, AT) experienced an issue and attempted the application of the foreseen fallback of 20%minRAM for Core exchanges. Unfortunately, a regression bug in the Core Capacity Calculation Tool prevented the application of the 20% minRAM fallback. As it was not possible to skip the individual validation, nor to solve the identified bug within the remaining process timings, it was decided to apply Default Flowbased Parameters for all 24 hours of BD20250521.  

Mitigations 

The identified bug in the Core Capacity Calculation tool has been resolved through a hotfix deployed on May 21st. To avoid similar issues taking place in the future, Core TSOs will work together with the vendors on increasing the robustness of testing procedures. 

The issue in the DAVinCy tool was resolved on May 20th for BD20250522.
