[CWE FB DA MC] Standard Process for Assessing the Impact of significant Changes in 2019
Dear Market Participants,
Following the implementation of the DE-AT bidding zone border on the 1st of October, the SPAIC (Standard Process for Assessing the Impact of significant Changes) approach needs to be updated in order to reflect the addition of an additional bidding zone in CWE.
However, CWE TSOs still commit to perform SPAICs over the next months. For these SPAICs, CWE TSOs will continue to rely on the framework and data that was used in 2018. Still, order books used for the SPAICs in 2018 do not reflect the split of the German-Austrian bidding zone, and are therefore not representative for the current setup in CWE. For this reason, simulations of market results will be omitted from the certain SPAICs during this interim approach. Instead, flow based parameters will be the only content of these SPAICs. The assumptions and the approach used for the each specific SPAIC will be detailed in the respective explanatory note that accompanies each SPAIC.
Once sufficient historical data with the current bidding zone configuration is available, CWE TSOs will be able to perform SPAICs with more recent input data, and which will again include a simulation of market results. Market parties will receive an update on the progress of this approach at the end of Q2 2019.
