[CWE Flow-Based Market Coupling] RTE : Update of Initial MinRAM Factor for 2021-Q4

Dear Market Parties,

RTE’s approach for applying the 70% minimum capacity requirement is based on a static value of minRAM Factor in order to provide more visibility and stability to external stakeholders.

Starting from Q4 2021 (Business Day : 1st of October 2021), in order to continue on the path of simplification, the initial minRAM Factor set on all CNECs provided by RTE in the CWE capacity calculation will be 70%.

This is a stronger commitment than the previous principle (Reminder: The average MNCC monitored in the quarter of the previous year was deduced from the 70% requirement for each CNEC in order to obtain the initial minRAM Factor), and this will be kept until Core Day-Ahead Go-Live.
