[CWE Flow-Based Market Coupling] Use of dynamic line rating

From Business Day 01.03.2019 on, TransnetBW will use dynamic line rating on certain lines, which are also critical branches in the CWE FB MC. The respective Fmax value of those lines will be determined based on the ambient conditions.
