Subject: Delayed Go-live of Multiple NEMO Arrangements in CWE & Subsequent Postponement of Transparency Release

Dear Market Participants,

In preparation of the CWE Consultative Group meeting on 17 April 2019, CWE TSOs and NEMOs provided market participants with the current status of the implementation of CWE Multiple NEMO Arrangements (CWE MNA). CWE Parties announced that further communication, including a confirmed date for go-live, would follow.

CWE Project Parties announce that the implementation of Multiple NEMO Arrangements (MNA) in CWE bidding zones is close to being finalized. After having deployed additionally required adjustments to the IT infrastructure, CWE Parties agreed to reschedule the CWE MNA go-live to 02 July 2019.

With these MNA arrangements, the Single Day Ahead Coupling will be accessible by more than one NEMO (Nominated Electricity Market Operator) per bidding zone. As of 02 July 2019, all NEMO’s order books will be forwarded to the centralized market coupling algorithm of the Single Day Ahead Coupling. The general principles of capacity allocation will not be affected by the introduction of MNA, as there will be still one single market clearing price and one net position per bidding zone, in normal operational circumstances.

Calculation of cross-border capacities is not affected by the implementation of MNA.

In CWE, the following NEMOs have been designated by the competent regulatory authorities and have announced to be active in the Single Day Ahead Coupling as of 02 July 2019 (delivery day 03 June 2019). This Go Live date will be confirmed on 28 June 2019.

Moreover, the Multiple NEMO Arrangement in CWE is designed to accommodate further NEMOs than included in the above list.

Impact on CWE transparency release

Due to the delay of the IT release for CWE Multiple NEMO Arrangements, CWE TSOs regret to also announce an inevitable deferral of an IT release, which is required for multiple improvements of the transparency framework within the CWE region. As presented at the CWE Consultative Group Meeting, this release will allow for multiple improvements in data publication, and was originally scheduled for July 2019.

CWE TSOs are currently assessing the new plan for this CWE transparency release and will inform market participants on the detailed implementation plan in due time.
