Dear market parties, Beginning with 11/10/2016 for business day 13/10/2016, Amprion will no longer perform the so called “German Pre-Merge” of the individual German D2CF data sets. CORESO will integrate the individual data from the German TSOs directly during the merge of the entire ENTSO Common Grid Model in D-2 for the CWE area. This change will, among others, improve the efficiency of the merging processes. No impact on Flow Based parameters is expected from it. Furthermore, this change will allow for JAO to publish the aggregated information out of the D2CF files on TSO level as described in the updated publication handbook (see: http://utilitytool.jao.eu/CWEMC_PublicationHandbook_1.2.pdf ). The aggregated information will therefore be available for the German TSOs as well. The dedicated SPAIC process in order to analyse the impact of APG critical branches on CWE region, following the applicable specifications back then, was successfully finalised and the study has been published on JAO website on 30th of June 2016. Additionally the results of this study were presented to the market parties at the beginning of August 2016. Questions, which were raised during this presentation, were further elaborated by APG. With rather diligent effort, APG also provides – as an exception compared to the normal SPAIC – additional analysis of FB parameters including APG CBs. These analyses covers the period of one, rather recent week (04.09.-10.09.2016) further supporting market parties comfort. Dear Market Participants, During the last weeks the available capacities for the yearly auctions in the CWE region were calculated and coordinated by the respective TSOs. For the direction from the Netherlands to Germany the calculation indicated no available yearly capacities. However, TenneT TSO GmbH asked Bundesnetzagentur (BNetzA) to continue the approach from last year and to offer 400 MW in the yearly auction for the respective direction. The German regulator agreed with this procedure. Due to this approach the capacity cannot be physically guaranteed for all hours of the year. In such emergency situations with a high wind in-feed in Northern Germany in combination with an outage of the lines Dörpen West - Meppen, Dörpen West - Hanekenfähr or Meeden - Zwolle the allocated capacities need to be curtailed for system security reasons. Such situations will be identified two days before delivery and communicated though JAO according to the existing procedures. Thus, capacity would be curtailed before the long term nomination deadline and market participants will receive compensation according to the Allocation Rules for Forward Capacity Allocation (EU HAR). For the Dutch - Belgium border the capacity calculations showed that less capacity is available than offered in previous yearly auctions. TenneT TSO B.V. will do its best to facilitate 473 MW for the yearly auction on the Dutch - Belgium border. However, TenneT TSO B.V. has informed the Dutch regulator Autoriteit Consument en Markt (ACM) about the increased likelihood to be required to curtail long term rights for that border.
