Implementation linear trajectory CEP action plan for 2022

Dear Market Participants,

In December 2019, the Ministry of Economic Affairs and Climate Policy of the Netherlands has established an action plan pursuant to Article 15 of the Electricity Regulation. The action plan has established a linear trajectory for the minimum capacity available for cross-zonal trade (MACZT) to be compliant with Article 16(8) of the Electricity Regulation. The action plan establishes an individual linear trajectory for every Critical Network Element (CNE) which is included in CWE Flow-Based Day-Ahead Capacity Calculation (CWE FB DA CC). The MACZT target values differ per CNE and can be found in the action plan itself or in annex 2 of the NL MACZT monitoring report 2020

In order to implement the linear trajectory for 2022, the MACZT target values for the Dutch CNECs will be increased to the 2022 values per Business Day 16/12/21. From that Business Day on, the following MACZT target values will apply:

  • Minimum: 37%
  • Maximum: 70%
  • Average: 41%
  • Median: 37%

Please note that the values above represent MACZT target values and not minRAM values. Also, a derogation for loop flows exceeding an acceptable threshold will be applicable for 2022. Therefore, the minRAM (MCCCmin) values to be used in CWE FB DA CC will be calculated by also taking the margin from non-coordinated capacity calculation outside the CWE area (MNCC) and loop flows into account. We refer to section 4.2 of the NL MACZT monitoring report 2020 for further explanation on how the minRAM values are calculated.
