Public consultation opening - HAR and border specific annexes for Serbian borders

On behalf of the relevant TSOs, JAO is launching the public consultation on:

  1. Harmonised Allocation Rules(approved by ACER through its Decision No 08/2025on 17th September 2025)
  2. Amendments to the existing border specific annexes to the HAR, applicable to the following bidding zone borders:
  • Hungary-Serbia (HU-RS)
  • Croatia-Serbia (HR-RS)
  • Bulgaria-Serbia (BG-RS)
  • Romania-Serbia (RO-RS)
  • New border specific annex to the HARfor the upcoming North Macedonia-Serbia (MK-RS) bidding zone border

    • The consultation packages are published separately on our website per bidding zone border:

    Consultation period:

    • 6thOctober –  5thNovember 2025 for the borders HU-RS, HR-RS, BG-RS and RO-RS
    • 6th–  21stOctober 2025 for the border MK-RS

    All interested parties are invited to submit their comments via e-mail to the e-mail address consultation@jao.euwithin the respective deadlines.

    Following the consultation, TSOs will evaluate Market Participants’ comments and submit the auction rules to the responsible NRAs.
