[TTN] Implementation linear trajectory CEP action plan for 2026
Dear Market Participants,
In December 2019, the Ministry of Economic Affairs and Climate Policy of the Netherlands has established an action plan pursuant to Article 15 of the Electricity Regulation. The action plan has established a linear trajectory for the minimum capacity available for cross-zonal trade (MACZT) to be compliant with Article 16(8) of the Electricity Regulation. The action plan establishes an individual linear trajectory for every Critical Network Element (CNE) which is included in Core Flow-Based Day-Ahead Capacity Calculation (CORE FB DA CC). The MACZT target values differ per CNE and can be found in the action plan itself as published by the ministry here: https://open.overheid.nl/documenten/ronl-d8f4ee65-019a-4bb1-aa17-f883fd467966/pdf
In 2026 the linear trajectory will end and the MACZT target values for all CNEC's will go to 70%. We will implement this on businessday 2025-12-18. This marks the end of the linear trajectory, no further increases will be made under it.
Please note that the values above represent MACZT target values and not minRAM values. Therefore, the minRAM (MCCCmin) values to be used in CORE FB DA CC will be calculated by also taking the margin from non-coordinated capacity calculation outside the CORE area (MNCC) into account. We refer to section 3.1 of the NL MACZT monitoring report 2024 for further explanation on how the minRAM values are calculated. You can find this report here: https://www.acm.nl/system/files/documents/verzoek-tennet-goedkeuring-beoordelingsverslag-actieplan2024.pdf
We trust to have informed you sufficiently and in due time.
Best Regards,
TenneT TSO B.V.
