[TTN] restrictions on MEE PSTs

Dear Market Participants,
Please be informed about a recent incident that occurred on the PSTs that are connected in series to the interconnector of MEE-DIL. PST1 is out of service due to leakages. PST2 is at risk of breaking down as well and is reduced to half capacity.
Both PSTs are originally 1520A, so the remaining maximum current on the interconnector is now 760A.
When the PSTs have been repaired, a new market message will be sent out. Current estimate is that this will take a month.
To properly mitigate this in the flowbased capacity calculation, both PSTs have now been added as separate CNE's with appropriate CO's in the domain.
