Discussion info

On behalf of the TSOs (Amprion, APG, RTE, Swissgrid, Terna and TransnetBW), JAO is opening the public consultation on the proposed amendments of the ‘Rules for daily capacity allocation on Swiss borders’.

The consultation period runs from 27th October to 26th November 2025.

The main changes in the document are as follows:

  • Changes reflecting the latest amendment of the Harmonised Allocation Rules
  • Introduction of block bids
  • Removal of fallback auctions (auction simulation)
  • Revision regarding the use of the term “contestation period”

To enhance visibility, changes are highlighted with different colors in the track changes version of the document. For your convenience, a summary table of the amendments is also attached.

The proposed amendment of the ‘Rules for daily capacity allocation on Swiss borders’ doesn’t include a date of go live as the planning is still being assessed between TSOs and vendors considering the challenges for development and testing of the tools. The first go live window would be end Q2 - Q3 2026 but it is subject to changes based on TSOs assessment.

All interested parties are invited to submit comments via e-mail by 26/11/2025 17:00 CET to the following e-mail address: consultation@jao.eu.
