[CWE FB DA] Improvements qualification process FB DA – SPAIC publication

Dear market participants,

CWE TSOs would like to inform you on improvements in the flow-based day-ahead (FBDA) qualification process. During the FBDA parameter qualification process, for each CB limiting the FB-domain in pre-defined reference points, CWE TSOs and RSCs identify and apply available remedial actions (RAs) that could enlarge the FB-domain in the direction of the chosen reference points.

Starting from 07-11-2017(D-2), for BD 09-11-2017, the above described qualification process will be improved regarding the two following aspects:

1. Improvements reference points used for FB parameter qualification

A new, improved method to determine reference points will be used:

- The set of possible reference points will be computed taking into account a larger variety of possible situations than in the past.

- The relevant reference points to be used for the qualification process, common to all CWE TSOs, will be chosen on the basis of a forecast of CWE countries’ Net Positions.

2. Improvement CWE-wide coordination of use of RAs for higher efficiency

The future coordination process, performed with the assistance of a dedicated common tool is expected to be faster, more reliable and more transparent. It will support the use of more RAs – in particular cross-border impacting ones. For the sake of Security of Supply, additional CBCO-combinations with already monitored CBs will be created by the tool to monitor the effect of RAs on neighbouring CWE TSOs’ grids at all time. The number of additional CBCO combinations will therefore differ for each hour of each day depending on the result of the coordination process. With the regular update of the translation table, CWE TSOs will add the human readable name to the unique ID on a regular basis.

A Standard Procedure for Assessing the Impact of Changes (SPAIC) analysis has been performed by CWE TSOs. A SPAIC consists of a comparison of the CWE FB domains and market results for 12 typical “reference” days, commonly predefined by CWE TSOs, in order to estimate the impact of a change in grid topology or FB parameters in the CWE area.

The enclosed documents* provide the results of the performed SPAIC analysis for the reference period.
